Hey! Friend, as we all know right now the real estate scenario is at its worse commencing from year 2011. I even checked the link which you have posted. Its pretty well written. However you have a clear cut reason in that news itself. Just go through the last para!

Many reason can be there for the delay in delivery these projects like land acquisition, rise in the price of construction material etc.
