MHADA to offer Homes on 30-70% of Ready Reckoner Rates This Diwali

MHADA-LogoHome buyers who are looking for affordable homes in one of the most expensive property market, Mumbai, would get a chance to grab an affordable home, all thanks to the Maharashtra Housing and Area Development Authority (Mhada).

There will be approximately 1,000 units spread across localities such as Borivli, Ghatkopar, Mulund, Mankhurd, Goregaon, and Vikhroli when the Mhada started the process to sell affordable homes in the first week of July.

What makes this year’s scheme more profitable is the fact that the agency will be offering certain homes at 30-70 percent of the ready reckoner (RR) rates.  These are the units which have been surrendered by allottees of previous schemes.

Units meant for the high-income group will come for 70 percent of the RR while homes meant for the middle-income category will cost buyers 60 percent of the RR rate. Flats meant for the low-income category will be sold at 50 percent of RR while units meant for economically weaker sections (EWS) will be sold at 30 percent of the ready reckoner rate.

While charges of properties offered by the Mhada are reasonably lower, experts were of the opinion the agency must rationalize prices.

Usually, the Mhada conducts the process in May. Officials attribute the delay this year to the reduced number of properties that would be sold through the lottery system. The final date of the lottery is expected to be announced by October-end.

What is the process?

If you are 18 years of age, have been living in Maharashtra for the past 15 years and do not own a residence from the Mhada (neither you nor your spouse or children), you could apply for the new units.

As the entire process is online, buyers have to log on to http://lottery.mhada.gov.in. For registering on the site, buyers have to provide all personal and income-related particulars.

After filling the application form, depending on the income group, buyers have to pay the earnest money deposit. This payment could be made through various payment modules such as demand draft, debit card, credit card, and internet banking.

To fill the online application form, buyers have to pay a non-refundable Rs 336 charge.

The Mhada has set up a help center named Mitra at its Bandra East Office where the applicant can seek information regarding the scheme.

5. Pallikaranai

One of the fastest growing residential areas in India, Pallikaranai is a hot favourite destination for investors. Located in South Chennai, the locality is in close proximity to the OMR (Old Mahabalipuram Road), which is one of Chennai’s biggest IT/ITeS corridors. On the other side, there is the GST Road (Grand Southern Trunk Road), which is yet another major IT/ITeS Corridor in South Chennai. The primary bus stops to catch buses at are the Pallikaranai Bus Stop, Narayanapuram Bus Stop, and Balaji Dental College Bus Stop.

 The nearest railway station is the Velachery MRTS Station, which can be reached by catching a bus on the Velachery Main Road and getting off at the Velachery Station Bus Stop. The railway station is part of the MRTS (Mass Rapid Transit System), and trains from here go to OMR, ECR, Besant Nagar, and Marina Beach.

 Another major road that runs through Pallikaranai is the Pallavaram-Thoraipakkam Radial Road or 200 Feet Road. It runs from GST Road (Grand Southern Trunk Road) to OMR (Old Mahabalipuram Road), intersecting the Velachery Main Road in Pallikaranai. This road can be used to travel to the IT/ITeS corridors in South Chennai and the airport. There is a bus stop at the intersection, Kamakshi Hospital Bus Stop, which can take commuters to their destinations.

Residential Market Trends

Given the rapid growth this locality witnessed over the past decade, most of the residential buildings are already built and ready-to-move. Among these, the most common buildings are multi-storey apartments, while there are a substantial number of individual houses. Land plots are also available for purchase, as well as builder floor apartments. Villas are very few in numbers.

The sales rates for apartments in Pallikaranai sits around Rs. 4,630 per sq. ft. to Rs. 6,564 per sq. ft., and has been steadily increasing over the past couple of years to get here a good sign for future growth.

Typically, if a seller is in a great hurry, you might look at it as a red flag. But, there are cases where the conditions do not permit the seller to spend too much time in carrying out the transaction. For instance, If the seller, say, he/she is an NRI, they would justifiably be in a great hurry to finish the task and leave to their present country of residence.

If the urgency shown by the seller is valid and not just an eyewash, and if you do wish to purchase this property, you must be ready with some financial arrangement that would speed up the deal. This is one reason why various buyers get a pre-approved loan. Being in touch with a chartered accountant or a lawyer could also speed up the process in this case.

Money does matter: In a traditional process, the buyer initially pays 10 percent of the property sale as an earnest deposit after which a sale agreement is created.  Before the property is registered, the buyer must pay the complete amount. On the other hand, some sellers might ask you to pay a token amount as soon as a verbal agreement is reached.

This amount could be a couple of lakhs or less. It differs from person to person. According to experts, it is a bit risky to pay any amount of money till the sale agreement is created, sometimes you might lose the property if certain personal impulses of the seller are not met.

If such a situation a situation comes that you are at the receiving end, you may consider meeting the sellers demand. Under no circumstances, however, should you pay the money in the case. Do note that the government has banned the use of over Rs 20,000 cash in property transactions. Holding cash of over Rs 2 lakh is also barred.

Also be careful of the fact that quite a lot of big and small expenses would appear out of nowhere while your purchase is in progress. So for this purpose, you need to keep some money with you. In case you are buying a property for Rs 30 lakh, rest assured you would end up spending Rs 35 lakh at least (we are factoring in here only registration changes, stamp duty, loan –processing fee, etc., and not renovations).
