Bengaluru to have Smart Parking by September

Smart-Parking-LogoBengaluru residents may soon get rid of the illegal parking mafia as Bruhat Bengaluru Mahanagara Palike (BBMP) is prepared to issue a work order to a bidder in February with the work starting in March.

N Manjunatha Prasad, BBMP Chief, said, “The project has got BBMP council’s approval and the work order will be issued to the bidder in few days. However, BBMP will not be financing for the project. The complete cost will be invested by the bidder who will share Rs 31 crore with BBMP every year. The project will be operational to the public in another three months and it will eradicate the illegal parking mafia from the city.

The first phase of the smart parking project will cover 3,600 cars and 10,000 bikes along 85 roads in the city which is facing a major scarcity of parking space. This will also put an end to the persistent harassment of vehicle users by illegal parking mafia.

BBMP will start smart parking facilities on 85 major roads in the city from September. BBMP has certified two bidders and one bidder will be finalized by the end of next week based on the proportion of revenue the Palike will get from the parking money collection.

It has been assessed that the project will need an investment of Rs 85 crore. Under the project guidelines, maintenance and enforcement will be done by the bidder and BBMP will act as the owner of the project. It will share the revenue collected through the parking fee on a yearly basis.

Smart parking will be supervised through sensors installed along roads which will convert the data into information and communicate it to a monitoring cell. Under the smart parking system, the system will show when a certain spot is ‘occupied’ and the details will be sent electronically to a digital signboard which will display parking status to drivers.

Illegal parking crackdown: With the introduction of smart parking, BBMP also plans to take on illegal parking through fixing drives. Right now, only traffic police would clamp vehicles parked in no-parking zones. However, BBMP officials now say that even they will be allowed to do the same.

Property Taxes slated to increase with BBMPs proposal to include common area as well for computation

Are you tired of the high property tax, that you have to pay every year? Unfortunately, this will only increase further with BBMP proposing a plan to charge property tax on the common areas in commercial and apartment complexes. Common areas are playgrounds, swimming pools, gardens/lawns, parking spaces etc. All this while, flat owners in a way were paying less tax, says BBMP, as taxes were only being calculated as per the carpet area which is the actual usable area minus the wall thickness. However, since the common areas are used by all on an overall basis, the tax thus paid is comparatively less.

Considering this fact along with BBMP’s need for a higher influx of revenue where they are eyeing a 40% increase, they have planned to charge the common areas used by property owners in their gated communities. Also, club houses and community halls would be taxed separately as communities rent these out for functions and other commercial purposes. In other words these will be treated as any other commercial building and will be taxed in the same manner, the way any supermarket or a mall is charged for property tax.

If you are still wondering about calculations well here’s an example. If you are living in a community with 20 flats, each having a sq ft area of 10,000 for which each flat owner is paying tax individually. Now there are common areas like store room, gym, lawns etc. which all together takes up a sq ft area of 15,000. This 15,000 sq feet area would be proportionately divided among the 20 flat owners.

BBMP is currently only doing the required surveys and has ordered all the tax inspectors and revenue inspectors in each ward to survey the apartment complexes and ascertain the quantum of payments that requires to be made. The survey has already started in Mahadevapura and Bommanahalli zones and will soon reach the other parts of the city. Also, BBMP is studying the tax calculation on common areas made in other metropolitan cities before bringing about this move in a full-fledged way.

However, many apartment owners are not taking this change happily and feels that maintenance already covers the tax on common areas.

According to a BBMP notification last year, apartment complexes with more than 50 units must take care of all the waste they generate (above 10 kgs) by themselves. This civic body recently announced that an amount of Rs.25,000 – Rs.50,000 will be charged in case of any non-compliance with stipulated rules.

The BBMP regulation has two sections:

1) Apartment residents are required to segregate generated waste (dry, wet, sanitary, inert and garden) and put each variety into a separate container.

2) Wet waste and garden waste must be composted using biomethanization techniques. If an apartment complex has limited space, residents should entrust private organizations empanelled by BBMP with the task.

Also, Sanitary/hazardous waste is to be sent to nearest bio-medical waste collection centre for their careful and proper disposal. (Bio-Medical Waste Rules, 1998)

Though residents have no qualms about following the first rule, when it comes to the other, general problems faced by apartments are:

  • Space Constraint
  • Lack of Time
  • High Maintenance Amount
  • Lack of Technical Know-How

With this new steep penalty system in picture, apartment dwellers across Bangalore are now questioning the need to pay the yearly garbage cess levied by BBMP, if the body offers absolutely no help in managing waste generated. Many apartment communities have received a legal notice in the past few days citing the BBMP statement.

A resident of RMV Cluster said, “BBMP slapped us with a massive penalty of 2.6 lakhs which seems ridiculous, and we will soon be taking this matter to court. If they want us to do everything on our own, we need good reasons to why we should pay the BBMP tax.”

Another vexed apartment resident voiced, “Unfortunately, we don’t have enough space to set up a machine in our complex and will not be able to comply with these new regulations. Besides, as regular tax payers, aren’t we entitled to waste management services of the BBMP?”

Everything You Need to Know About Paying Property Tax in Bangalore (2014-15)

Rupees--600x600According to the notification issued by BBMP, you can pay your property tax through cheque, demand draft, Pay Order, or online using your credit card or through your Netbanking account (ICICI, HDFC, AXIS or IndusInd).

You can make the payment directly in BBMP Help centres or BangaloreOne centres anytime between 9.00 a.m. and 12.30 p.m. and again between 3.00 p.m. and 7.00 p.m.

Following are some important pointers regarding the payment of Property tax:

  • The tax rates remain the same for the financial year of 2014-2015 as the previous year.
  • If entire tax is paid before 30th April, you will earn a rebate of 5% on your incurred tax amount. If tax of 1st half of the year is not paid before 30th May, you will be charged an interest of 2% per month after that.
  • In case of payment in installments, for interest-free payment you need to make the 1st payment before 30th May and the second before 29th November.
  • If your tax details starting from 2008-2009 to 2013-2014 are available online, you can pay your BBMP property taxes online using your credit/debit card through the BBMP website. In this case, no transaction charges will apply. You will need your BESCOM & BWSSB connection R.R. Numbers or Meter Number while filling the online form.
  • If you have an assigned Khata or PID number, you can pay your property tax for the financial year 2014-15 through Cheque, DD, Pay Order or by using a Credit/Debit card at Office of the Assistant Revenue Officer or at BBMP Help Centres. If you don’t have a Khata can use separate forms/returns and pay similarly. People who have not paid taxes since 2008-09 can file their returns and then pay like the others.
  • If you don’t have an authorized revenue layout or don’t have an Occupancy Certificate/Ownership/Title Deed, you can pay register your property in B Register at the Office of the Assistant Revenue Office and pay your tax under the Self Assessment Scheme.
  • If the sum of your incurred tax and Solid Waste Management Cess is less than Rs.1000, you can pay at the Office of the Assistant Revenue Officer or at BBMP Help Centers in cash.
  • The Self Assessment Property Tax applications/return form and Solid Waste Management Cess application form are available at the Office of the Assistant Revenue Officer/ BBMP Help Centres. The Solid Waste Management Cess can be calculated on a yearly or half-yearly (proportionately) basis and must be paid while paying property tax.
  • BBMP has already issued a tax assessment notice to owners who haven’t made the payments from 2008-09 to 2012-13. Only after clearing the current outstanding due amount, you can pay property tax for 2014-15.
  • If you pay a property tax of over Rs.15000 by DD/Pay Order, the payment receipt is issued immediately. If you choose to pay the same by cheque, the receipt will be issued after the amount is realized. In case the amount is less than Rs.15000, the receipt is issued right away. In case you opt to pay your tax online, the payment receipt will be issued instantly.
  • Banks that allow you to make property tax payment over-the-counter: Canara Bank, Corporation Bank, HDFC Bank, IDBI Bank, Induslnd Bank, Indian Overseas Bank, Kotak Mahindra Bank, ING Vysya Bank and Yes Bank.
  • Property owners have to fill out one of the two forms – Form IV or Form V. For more details on this, visit http://www.karnataka.com/govt/bangalore-property-tax or directly call the relevant zonal office number.
