Latest Answer: Yes Shilpa, I agree with you. We should pay the electricity charges only when the flat has been handed over to us. If we are not the owner of the flat then there is no point of paying the charges. If you are the owner of the flat and for some reason the flat is left unoccupied then also you have to pay the maintenance charges.
