According to me due to heavy pressure from Urban Developement Ministry & PM's Swachh Bharath abhijan ,BBMP woke up from it's deep sleep & started throwing rules & regulation to every one with out judging anything. Just think of how come apartment people will manage the waste they generate . That the civic body collects Rs 60 as garbage cess from every property tax payer has only rubbed salt into their wounds.
