Suggested options: a) Skating area for kids (probably no additional costs) or b) green area (golf), very basic, which would entail some costs - knowledgeable people can comment on the feasibility though. If possible, may trigger interest in kids for golf, provide an in-house option to die-hard enthusiasts and give a new meaning to the address "Golf Course Road".

I personally do not feel it is a good idea to invest in a project which is not approved by the development authority.
