What does a rectangle with cross signify ? Eg: lobby area is crossed (X) in Floorplans of Godrej Prakriti. why?

No, its not dotted lined cross but a normal lined cross. The floor plan was not of duplex and only the small lobby type area between the two doors ( of 2 BR opp each other) had the cross.
