Q: There is no shield to almost half of the parking area which results in to water ingress in to the area, splashing of cleaning water from the first floor to 8th floor, pigeon droppings, and heavy spillage of muddy water used by residents who keeps umpteen flower pots and ask the house maids to water them which they do so carelessly. I requested permission to build a one meter high wall with 12 mm thick wall between two columns leaving sufficient gap between columns

Hello Ramachandran, You can login to your Apartment Management System and can pin a notice about your problem on the notice board or you can even start a discussion related to your problem there.
I have given written and oral requests for permission from the Association that I shall bear the cost of construction in August 2012. They gave me a variety of replies, including toilet training to pigeons, measuring wind directions when it rains, installing a plumbing mechanism that would drain out the dirty water from each floor to a common darin pipe, and some members even offered to buy my car park. I plan to approach the BBMP ward engineer or take the matter legally in a court of law.
