TDR is optional-It must be made very clear to the people during acquisition

It must be made absolutely clear to all property owners that TDR is `optional’ says panel. The panel has instead advocated Town-Planning (TP) schemes for road widening. Reduced Floor Area Ratio (FAR) is another main recommendation. The committee said that unless this happens, TDR will not be effective in Bangalore.


Transferable development rights (TDR) is not really necessary. The list of recommendations submitted by the core committee for TDR states that TDR is optional and this must be made very clear to the people during acquisition. The panel has instead advocated town-planning schemes for road widening. The town planning (TP) schemes would be a more feasible option as there is no acquisition involved and people who own land will become stakeholders of the project.

The list of recommendations submitted by the core committee for TDR here on Thursday makes it clear TDR is optional and this must be made very clear to the people during acquisition with an `OPTIONAL’ added in sizeable font atop all TDR applications.



According to Ravindra, the committee head and adviser to CM on urban affairs, TDR is just an instrument to acquire land for public works. According to him, the town planning (TP) schemes would be a more feasible option as there is no acquisition involved and people who own land will become stakeholders of the project. The main compensation would be the re-development of the entire area of which the road will be a part of. The TP scheme should be presented publicly, and finalized through public consultation in the neighbourhood, it suggested.

TDR is not really necessary and it is not as effective as TP schemes. Reduced Floor Area Ratio (FAR) is another main recommendation.Further, the committee has suggested that the government bring into practice, the notification issued in 2005 that makes two practices mandatory-Clearly explain to people on how to use TDR and list in detail, the programme of works to be taken up under that scheme every year.

Recent recommendations of the committee to review zonal regulations of Bangalore may be considered and implemented, to create suitable conditions for use of TDR. Development of each planning district should be carried out through town planning schemes as envisaged in KTCP Act. This ‘micro-planning’ of land use is an important ingredient in urban development, but has not received due attention.

Recommendation for road widening

  • For road widening, Junction improvement to relieve traffic flows should be considered first. Similarly, one-ways on some roads should be considered as an alternative to road widening. Failing these possibilities, a Town Planning scheme should be developed.
  • It must be made absolutely clear to all property owners that TDR is `optional’ and that they are under no compulsion to accept TDR in lieu of compensation. Lack of clarity on this has caused tremendous anxiety and anger among public.
  • During reconstitution, multi-level car parks and bus transit centres should be established at or near junctions, wherever appropriate
  • Objectives of proposed scheme should be clearly laid out, including specific references to vehicular movement, pedestrian use, well-designed public space, environment management and impact on jobs and livelihoods
