Punjab to bring in ‘liberal’ municipal building bylaws

CHANDIGARH: In an attempt to expand enduring businesses in the state, Punjab has determined to ‘liberalize’ its enduring municipal building bylaws by contributing recreations that would execute the bylaws for both commercial and domestic buildings at par with another state.

After due examination, it was believed that the existing building bylaws in the state are a little harsh as related to the bylaws elsewhere and there is a requirement to provide specific relaxations. The movement would also include an element of positivity in the state economy by promoting the current business units to generate more extra revenue.

The state government, according to a reference, is toying with the concept of acknowledging associated land use and more parking areas with higher floor area ratio (FAR) for commercial substantiations. For example, multiplexes in the state could soon be permitted to rent out space for corporate offices and set up a small hotel on their assumptions that will assist obtain optimum utilization of space and also allow more assistance to the visitors.

‘Punjab building rules are a bit too strict’

There has been a requirement for more prominent similarity in the bylaws with PUDA building rules and model building bylaws of the Union ministry of urban growth and poverty alleviation.

“Town planners have previously provided their inputs on how to obtain Punjab’s building bylaws supported in all regards. When related to the national bylaws, Punjab’s rules are unquestionably a little too severe. After the bylaws are eased, urban development and building construction enterprises will get an advance, which will be necessary for the economic advancement of the state. The bylaws for domestic buildings are also expected to get remarkable relaxation.

The state’s local bodies department had announced ‘Punjab Municipal Building Bylaws 2018’ in November the previous year. The bylaws for the first period had determined an exclusive plot, thereby, producing independent floors on unusual plots unofficial, however, this rule continues to be disrupted in numerous urban centers of the state. Furthermore, parking was declared mandatory for residential plots — varying from two scooter parking spaces to three ECS (equivalent car space).

Last year, the state’s urban planning department also developed with ‘Punjab Urban Planning and Development Rules-2018’, aka PUDA building commands, which flagged the idea for purchasable unlimited floor area ratio (FAR) for commercial, public office, group housing, hotel, and industrial buildings, while advancing permissible FAR for residential development and educational buildings. Published in June last year, the rules were presumed to support construction enterprise but did not have any notable influence.
