Get your Khata by paying improvement and conversion fees to the BBMP

In a major relief to over five lakh site owners in the city, the BBMP council on Wednesday approved recommendations for the amendment of the Karnataka Land Revenue Act, which enables site owners to obtain khata by paying improvement and conversion fees to the BBMP.

According to the taxation and finance committee chairman P N Sadashiva, instead of waiting for the Sakrama scheme, property owners could get their khatas for those properties which have been converted to non-agriculture purpose from the competent authority, the deputy commissioner (urban). The betterment fee would be collected from all property owners for providing civic amenities like road, drain and sanitation. This does not mean their property is regularized, clarified Sadashiva.

Issue of khata has been stopped for those layouts which have been formed without land conversion, and approval from the competent planning authority like BDA, Bengaluru Metropolitan Region Development Authority (BMRDA) and Bengaluru International Airport Area Planning Authority (BIAAPA).

The collection of improvement fee from revenue pockets would make BBMP richer by Rs 150 crore. After collection improvement fee, they would be given ‘B’ khata which helps BBMP collect property tax. The move mostly applies to layouts formed in the newly-added areas, including 110 villages.

If a layout is approved by BDA and now belongs to the BBMP’s extended limits, then BBMP has the right to
collect improvement charges from property owners. Addressing the council, BBMP commissioner Siddaiah said the move will also be a revenue spinner for the Palike. After conversion of agriculture land to non-agricultural purposes, if the land falls under BBMP limits, then the property owner of the vacant land will have to obtain khata from BBMP.

However, the council also witnessed a lot of opposition when this subject was discussed. Jayamahal corporator Gunashekar said BBMP had lost files related to betterment charges paid earlier. They were missing from the office of the engineer-in-chief.
