Hyderabad to implement land pooling schemes
Hyderabad- As the popularity of Land pooling has increased, many states are planning to opt Land Pooling Schemes (LPS) for a systematic and planned development. Gujarat, Maharashtra and Haryana and Punjab have already implemented, Tamil Nadu is planning and now Andhra Pradesh will soon execute it.
This scheme will allow owners of underdeveloped adjoining lands to come together and pool their land. After clearance from Hyderabad Metropolitan Development Authority (HMDA), this pooled land can be used for constructing public facilities like roads, parking, green spaces and others. Owners of undeveloped land who have pooled their land can retain a part in the same developed site. This concept of land pooling will not only help to develop pooled land but also facilitates owners with a well developed and bigger site with higher prices than earlier.
The state has initially concluded to implement this scheme in Hyderabad Metropolitan Region (HMR) of Hyderabad city. After that it will be expanded to other urban development authorities in the state. The HMR master plan includes approved provisions of the same by the municipal administration and urban development (MA&UD) department.
The HMR master plan also states that the size of pooled land should be minmum 50 acres. It is 10 acres for general layouts development which includes one acre for open spaces and 2.5 hectares for social infrastructure. LPS can be carried out by both public authorised and licencesd private developer.
As per a HMDA official, the pooled land should also give access to an existing black-topped road of 18 mts (60 ft) for getting clearance for this scheme. If there is no such road, then the developer has to create such road with his own money. Moreover for secutriy of executing development, 15 percent of saleable land will be mortgaged by the owners and developers to HMDA.
