Union Ministry of Forest and Environment refuses to give NOC to widen NH 28C
The widening of the National Highway 28 C, which connects India-Nepal border, has run into obstacles once again; with the ‘no objection certificate’ (NOC) not having been given by the Union Ministry of Forest and Environment to widen the 150-kilometer highway stretch from Barabanki to Rupaidiha.
With regard to its refusal to give the NOC for the widening for the mentioned highway, the Ministry said that the project will be considered for approval only after the the district magistrate of Bahraich submits a report of the presence of tribes in the area.
The present width of the NH 28C connecting Rupaidiha and Barabanki is barely 3.5 meters. The highway has to be widened to 10 meters, but approximately 26,000 trees are coming in the way of the highway-widening process.
For the cutting of the trees to broaden the highway, the DFO of Bahraich had submitted an application to the Union Ministry of Forest and Environment. The application was taken up by the Ministry at a recently-held meeting, but it was found that a number of maps had not been duly signed by the DFO. In addition, the application was also not accompanied by a requisite report of tribes.
Going by the procedure, the permission to cut trees is given by the Ministry when the move does not affect the life of tribes. Despite the fact that there are no tribe lives adjoining NH 28C, the DM’s report on the tribes is still mandatory.
