30 KM per day of road construction will be a reality within 2 years: Gadkari

The Narendra Modi government is all set to change the face of the nation by improving the infrastructure, roadways and transportation. They first want to clear the backlog of stalled projects within the next 2 years and then start building new roads at a rate of 30 kilometres per day. Right now the average construction is to the tune of three km per day.

Namo government prefers the PPP (public-private partnership) mode over the EPC (engineering, procurement and construction) because in the former, the technology, procurement of the goods and the construction: everything is done by the team to whom the project is awarded. In the PPP model there are 2 or more than 2 parties; one from the public domain and one or more from the private domain and they jointly invest in the project and often there are clashes and ego hassles and other bottlenecks during the execution of the project.

Minister of road transport and highways Nitin Gadkari mentioned that road projects worth about Rs 60,000 crore are stuck, mainly due to reasons such as land acquisition and environment and forest clearances. Due to this situation most of these projects have turned into non-performing assets (NPA) for the banks which had financed them. The ministry is trying to get faster clearances and the work in the stalled projects will start within the next 3 months.

The previous United Progressive Alliance (UPA) government had set a target of 20 km per day in 2009 but less than half that goal was achieved due to hurdles such as delays in getting environment and forest clearances and land acquisition. Gadkari will talk to the civil aviation and railway ministries, along with the roads and ports ministries, the principal secretary to the Prime Minister and cabinet secretary on a monthly basis to review the progress.

Gadkari is not happy with the performance of Border Roads Organisation and mentioned that if it fails to clear the performance audit, then the projects will be taken away from them. Gadkari also instructed the National Highways Authority of India (NHAI) officials to take immediate remedial measures at about 450 identified ‘black spots’ that are accident-prone to prevent loss of life.
