Local bodies cannot approve buildings, warns collector

The district collector of Madurai, Anshul Mishra, warned the local bodies, including the Corporation, against granting individual and random approvals to building plans because of which the government is losing revenue.

He also said that if they continued to do so then their authority will be withdrawn. As per Section 49 of the local planning authority rules, the corporation authorities are not authorised to grant permissions to buildings without approval from the local planning authority.

Only the power to give approval for buildings up to 4000 square feet (residential buildings), 2000 square feet of commercial buildings, blocks of four flats, is shared with the Corporation. But the government has powers to control all the local bodies.

The Collector issued the warning following reports that in some places even car parking areas had been permitted for construction purposes. He also ordered to issue notices to 28 buildings and 20 plans for not getting proper approval from the corporation and local planning authorities.
