In the BMC’s (Bombay Municipal Corporation) standing committee, meeting proposals of worth Rs 3000 crore, or 10 percent of its annual budget were passed by the authority in the last 4 days. This is close to 40 percent of the 110 tenders approved on the agenda.

According to BMC, cost of 75 percent proposals are less than the estimated cost by 20 percent, because of which the contractors deliver poor work. Before the meeting of standing committee on 26Feburary, out of 41 proposals, 25 were problematic mainly due to extremely low bid. During the meeting, 65 proposals worth over Rs 1,800 crore were approved.

In the standing committee meeting held on 21Feburary, 27 new proposals were added. Out of these, 18 tenders are related to roads, Strom water drains (SWD) and water works across Mumbai, in which contractors have bid at least 15 percent lower than estimated cost.

All the tenders have been passed without any objection in the Standing Committee meet. The committee approved handing over 142 plots of public to private agencies for maintenance worth Rs 155 crore.

Rahul Shewale, Standing committee chairman says, “These proposals are for routine works, hence they did not need much discussion. Once the code of conduct sets in, it will be difficult to get these passed, leaving the BMC ill-prepared for the next monsoon season.”
