27000 Applications of BPS and LRS yet to be cleared by GHMC Hyderabad

The Municipal Administration and Urban Development (MA&UD) had directed the Greater Hyderabad Municipal Corporation (GHMC) to clear Layout Regularisation Scheme (LRS) applications by September and Building Penalisation Scheme (BPS) files by July-end. The maximum number of pending applications is in L B Nagar and Kukatpally municipal circles where scrutiny was not done by the town planning staff. Now, employees have been posted there and scrutiny is going on. Over 27,000 applications are yet to be cleared by the GHMC.

Since the LRS was announced by the MA&UD department in December, 2007, the GHMC has received 80,608 applications of which 32,610 applications were cleared and proceedings were issued. For 27,698 applicants, intimation letters were issued by the corporation for payment of penal amount and other documents as processing was completed. GHMC officials said 3,235 applications were rejected as either they are government land or common public areas like parks. The LRS fetched nearly Rs 330 crore to the civic body.

With regard to BPS applications, of 2,05,022 only 1,63,357 were found to be eligible for regularisation. In the last three years, 1,36,065 regularisation proceedings were issued by the corporation. In the last few months, around 20,000 applicants, who had paid initial amounts, have paid the balance amount and got their regularisation proceedings.

Town planning staff, working in Kukatpally and L B Nagar municipal circles were suspended a few months ago as they had allowed regularisation of unauthorised structures and buildings which did not exist when they applied three years ago. As per the BPS guidelines, illegal constructions and buildings which were constructed prior to December 2007 were eligible. However, some builders connived with the town planning staff and applied for regularisation and started construction later. After a preliminary inquiry, the commissioner suspended them a few months ago.

“In the wake of irregularities in Kukatpally and L B Nagar circles, we have instructed staff to inspect and take photographs of each building before processing them. The process is getting delayed and we will complete the pending files by August 15,” the chief city planner said.
