53 builders for green violations issued notices by PCB
On 53 leading builders of the city, Madhya Pradesh Pollution Control Board (MPPCB) has slapped show cause notices for violating green norms. Environmental clearances as required under the Environment Impact Assessment notifications issued by Ministry of Environment and Forests (MoEF) were not taken by any of the builder.
An MPPCB official said that these notices were issued after inspection of project sites.
Environment clearance is mandatory before ‘land preparation’, for any construction on an area of more than 20,000-square metre (gross built-up) as per the notification. Without obtaining environmental clearance, No activity, except fencing of the site and construction of temporary shed for guard can be done.
Dr P S Bundela, MPPEB’s regional officer alleged, after the builders failed to respond to earlier issues now we have show-caused the builders. If they now fail to file satisfactory reply, Action, including filing criminal cases would be initiated against them, he further added.
documents like environment impact study, details about project, likely environment damage and restoration efforts including data about water sources and conservation, sewage treatment, solid waste management and traffic are been asked by the builders which are to be submitted.
Projects of most of the builders have been completed and they have given possession of flats, whereas constructions are on at some other sites. If any violation is done they will be liable for action under Section 19 of the Environment Protection Act of 1986.
R B Singh, vice president of the Bhopal unit of Confederation of Real Estate Developers Association of India (CREDAI) said, “I don’t think environmental clearance is necessary for housing projects. Still, I would get it confirmed.”
A builder mentioned, for more than a year, Building proposals are not cleared and things speed up only when they pay up.
Pawan Yadav, an investor said, if in time projects do not receive clearance costs would escalate and builders will ultimately pass on the burden to the hapless flat buyers.
Reply has been received by some of the builders saying that they have obtained permission from the village sarpanch.
