75 days deadline for building plan clearance in Dispur
Approval for building plans to be paced up, citizen centric bylaws also implemented.
In Guwahati, the approval of building plans within 75 days from the date of submission of applications and 60 days in other areas, have been made mandatory.
Interestingly, if the plans are not approved with in stipulated timeframe, they will be deemed as approved.
The state government passed two major building construction bylaws, the Guwahati Building Construction (Regulation) Bye-Laws, 2014 and the Assam Notified Urban Areas (other than Guwahati) Building Rules, 2014, on February 14.
The bylaws are citizen-centric and have a predefined time limit for the disposal of applications. After the publication of the bylaws in the official gazette of the government of Assam, they will come into effect.
A committee was constituted by the government to examine this bylaw with representatives from departments like the public works department, town and country planning and organisations like the Architect Association, Assam Real Estate & Infrastructure Developers Association, Assam Engineering College, technical experts and officials from Guwahati Metropolitan Development Authority (GMDA) and Guwahati Municipal Corporation (GMC).
The members of the committee deliberated over the bylaws and views of various government departments were also considered.
Building construction permits shall be issued by the GMC and other urban local bodies and panchayati raj institutions within the greater Guwahati metropolitan area on the basis of planning permits granted by GMDA, according to the masterplan of the city.
