Get your Khata Without paying bribes
It is not uncommon to hear BBMP officials demanding various sums of money to ‘get the work done’. But there is also a success story amidst them, which has inspired many others in the city to follow suit.People can apply for khatas in their apartments without paying any bribe. Basically there are two ways of trying. One is, a bunch of people can get together and second is applying individually.
A Khata is an important property document that includes details of the respective land or property. It is an account of assessment of a property for the payment of tax. Prof. Vedu Mitter resident of Brigade Gardenia,JP Nagar shares his experience of how he got his Katha from BBMP office at Konanakunte Bangalore. Following is steps or process adopted by Vedu to get his Katha from BBMP office.
- Obtained Copy of Betterment: Before applying for Khata, he e-mailed Indira Sharma and Shuba at Brigade for a copy of Betterment Charges Paid by Brigade to BDA for Plan sanction. They provided him the copy of betterment charges paid in about 5 to 7 days.
- Encumbrance Certificate: After Obtaining copy of betterment, he applied for Encumbrance Certificate at JP Nagar Sub-Registrar’s office. He applied in Form 22 paying Rs 85/- as Government Fee. The details were available in Sale Deed schedule for applying Encumbrance Certificate. Within two days he successfully got his original Encumbrance certificate.
- Khata application: He obtained Katha Form with Acknowledgment Sheet (Pink colored) paying Rs 10/- as Govt.fee plus copies of documents betterment charges receipt, Sale deed,Possession Certificate notarized from Notary opposite Jayanagar Sub-Registrar’s office (cost Rs 250/-for all pages).
- Submission of Application: He then filled the Suvarna Katha Form with enclosures,namely,Notarized copies of Sale Deed,Possession certificate, copies of all Tax-paid receipts (five in his case) from the time of registration to date,copy of proof of Betterment Charges paid (Brigade) and the Encumbrance certificate in Original. (took one copy for file). Then he submitted Khata application on at BBMP ARO office at Konanakunte and took acknowledgement (Sheet 2 of Suvarna Katha) with received seal.
- Follow up: After 15 days of submitting Khata application, he started his follow up with Revenue Inspector for status. Revenue Inspector informed having sent with his recommendation to Deputy Commissioner’s office in Konanakunte. He said he found the application in order and Vedu can be ready with D/D for 2% of Stamp Duty Paid payable at Bangalore in favour of Commissioner,BBMP.
- Follow up: He again started his follow up with Deputy Commissioner’s office. A week later on enquiry found the file had reached Konanakunte and submitted the D/D and took receipt from ARO office.
- Received Khata: Four days later he obtained Katha plus two sheets pertaining to tax assesment (all in Kannada) signed by ARO.
Prof. Vedu Mitter recommends this method for all those who have no BBMP Katha and planning to apply individually. However, patience was exercised for the seven weeks and the great saga ended with no extra payment.
If you don’t get any response from BBMP after 2-3 months, file an RTI application or approach your local MLA or corporator for assistance. They will put a word to the BBMP officials. There are many success stories where apartment owners, RWA or apartment owners associations obtained their Khata without paying any bribe. It definitely takes time. People have to give time but don’t pay any bribe.
