All documents to incur E-registration fee in Delhi
Electronic Stamps for stamp duty payment was the first step, Delhi government took towards realizing some revenue. It has now floated the idea of charging electronic registration fee for documents and this includes properties too.
Futuristic Approach
The idea of this concept is to shed over the old manual up gradation of documents which in itself is a tedious task. To give this proposal a practical shape, the divisional commissioner office will be signing an agreement with SHCI. Counters will be set up at co registrar offices in Delhi to give this idea a practical shape.
The process is very cumbersome as the applicants need to pay registration fee through a draft presently. This draft then goes to the co registrar office for verification. The process takes a week to 10 days to be completed. Only after this process gets completed, only is the document eligible for registration.
The idea behind doing this task through electronic means is to provide convenience to the general public. They will only need to make online payment through SHCI. Otherwise also, the payment can be made simply by visiting the counters of this agency.
The person would be provided electronic registration receipt which has to be submitted with the e-stamp at the registrar’s office. The procedural layers will be reduced to minimum, once this process gets initiated. The registrar only needs to check the electronic registration receipt and this will reduce the work load considerably.
The registrar’s office has also been asked to give people a patient hearing and not to reject property papers and other documents on flimsy ground. The applicant should be oriented on the gaps if any in the documents. They should thereafter be given sufficient time to work on the shortcomings and come up with proper papers next time.
The updated guidelines are displayed prominently and revenue officials have been asked to take cognizance of the same, at the earliest.
The electronic system is likely to be introduced soon and is likely to bring down the corruption levels down to minimum in the department.
