Assam CM plans over a series of development projects

Bypass RoadGuwahati- Assam Chief Minister Tarun Gogoi has requested the Union Minister for Road Transport and Highways to start the construction work of four-laning of NH-37 from Numaligarh to Dibrugarh within this year.

Though the project had got approval in the year 2005 on BoT (Annuity) basis under SARDP-NE and was entrusted to NHAI for execution, the actual work has not been started yet.

An official press release states that, the CM has urged the Union Minister to soon start construction of two-lane alternate route between Barak Valley (Silchar) to Nellie near Guwahati via Harangajao-Turuk covering a length of 244.235 km under SARDP-NE Phase-‘A’. In this regard, the CM had even held a high-level meeting with the Union Minister.

Union Minister Dr. Joshi has taken up the Comprehensive Road Development Programme by implementing both the NHDP and SARDP-NE programme in the State. CM said that although lot of developments have been taken up, much more remains to be done in order to bring the State Highways to the national standard.

Two national highways have been declared recently- 1) NH-127B from Srirampur (on NH-31C) to Phulbari via Dhubri including construction of a bridge over river Brahmaputra and 2) NH-315A from Tinsukia to Hukanjuri (Assam-Arunachal border) via Naharkotia.

The Chief Minister has asked for a quick Action Plan for construction of the two national highways. He wants these new NHs to be included under SARDP-NE Phase A.

CM spoke about the strategic importance of the 4-laning works from Nagaon to Holongi (Assam-Arunachal border) and directed the Union Minister to start the work soon.

Also the construction of 4-lane bridge over river Brahmaputra including viaduct and its approaches connecting Gohpur on NH-52 and Numaligarh on NH-37 needs to be started immediately. This project is under BOT (Annuity) and Land Survey & Feasibility Study has been started by the State PWD.

The Chief Minister took up a number of developmental works on National Highways in Barak Valley with the Union Minister. The Chief Minister kept the below orders and requests in front of Dr. Joshi:

i)   to consider the proposal for six-laning of the Guwahati bypass with provision of a 6-lane flyover at Basistha Chariali.
ii)  to include the historically famous 212 km long Dhodar Ali under SARDP-NE Phase-‘A’.
iii) to speeden up the development of the NH-44 phase-wise under various developmental schemes
iv) to develop NH-151 connecting Karimganj to Sutarkandi and NH-53 from Silchar to Jiribam.
v)  to speed up the implementation of the realignment plan of the stretch of NH-53 for Panchgram
vi) to actively consider for creation of a bypass ‘for uninterrupted movement of vehicles and safety of the road users’.
vii) to construct Malidhar RCC bridge on NH-44, started by BRO long ago

Responding to the chief minister’s requests, the Union Minister for Road Transport and Highways assured that his ministry would actively consider all the proposals for building up better road connectivity in the State.
