BBMP Bangalore To Act Tough Against Property Tax Frauds

BBMP Bangalore has found that some citizens have misused Self-assessment scheme (SAS). The fund-starved civic body, is all set to net its big catch — such frauds. Random scrutiny of property tax returns will finally take off anytime after May 31. The delayed scrutiny process will see over 3 lakh assessed properties (30%) randomly checked. This includes 10% scrutiny for every year since 2008. The exact process of scrutiny is now being finalised by the commissioner and BBMP tax and finance committee.

Self-assessment scheme (SAS) was introduced to make property tax calculation easy. Bangalore property tax is a major source of revenue for the city corporation. The fund-starved civic body,  has found that some citizens have misused the scheme. They undervalued their properties and paid lower tax. A recent sample survey by revenue officials using GIS has revealed that majority of taxpayers who filed false returns are residential property owners who have rented out their properties. The commissioner has promised to go after owners who have undervalued their properties and paid lower tax.

“We will be ruthless this time and are technically equipped for it. Strict action will be initiated against dishonest property owners who have deliberately assessed their property less to pay lower tax. If required, we will also be notifying all these properties to ensure they are publicly identified. The law also provides for filing criminal cases against them. In case of alarming numbers, 100% returns will be scrutinised. BBMP will also come down on those who paid by cheques that bounced,’’ said commissioner Siddaiah.

The updated property database using Geographic Information System (GIS) indicates that 11.58 lakh properties out of the total 15.1 lakh are now into the regular tax net (since 2008). Over 3.5 lakh properties continue to remain out of the tax net. Majority of them are revenue pockets, slums and vacant plots. Over a lakh of them are vacant sites in new areas with no proper owner details. BBMP now plans to track the owners jointly with the department of stamps and registration.

May 31 is the deadline for extended rebate period. The extension during the vacation period has seen good response across the city with Rs 425 crore collection till date.  BBMP has ruled out further extension. “There is no reason for it. We have already extended it by a month,’’ Siddaiah said.

Over 3.5 lakh properties continue to remain out of the tax net. Making even half of them pay would add much more to the corporation’s kitty than chasing after those who have paid less.

    You have a sense of responsibility and conscience. Pointing out such matters will put you and your family members into lots of trouble .. Nobody will come to your rescue , including Police or BBMP.
    Why risk your life and your future. You pay taxes as per rules as I do and relax. The corruption is there in all departments and one Kejariwal is not sufficient to cleanse the stinking systems controlled by mafias and ably supported by the politicians. Have you not seen the papers how an Asst. Sub Inspector was shot and killed because he wanted to protect his own child from eve teasing. Who came to his rescue – Public and Police ? You have seen the fate of whistle Blowers allover our country. What is the Govt. doing to stop this menace ? If there is an organisation which does not take the address of the complainant , there is a scope. I doubt very much whether the Govt has the guts to do this and they are not bothered either. BBMP does’nt seem to have proper accounts. They are interested only in money and go for foreign jaunts without any accountability.
    How far it is true that Hamara Bharath Desh mahaan ???

    This is to bring it to your notice that one of my neighbours has not been paying the property tax accurately to the Government. This premises also has an illegally constructed top floor which generates handsome Rent. There is no prior plan approval from your Plan Approval Authority for this floor which is also an obstruction for us. The owner of this premises is enjoying all benefits by defaulting/evading property tax to the Government as well as enjoying rent from 2 floors which includes one illegal floor.
    The total rented property would be approximately 1500 square feet. The approximate rent generated from rented property would be around 18,000 (Eighteen thousand) to 20,000 (Twenty thousand), whereas they have been defaulting/evading property tax by paying a meager amount of Rs. 5000 and Rs 4000 respectively for the last 2 years, mentioning that they are using it for their own use. This can be verified on your BBMP website. This building, as far as my knowledge goes, was constructed in the year 2006-07 and the defaulting/tax evasion has been happenning for more than 5 years now.

    As a prompt citizen and a frustrated neighbour, I request you to kindly look into this complaint and take all necessary action against these tax evaders which is affecting our overall economy and bringing down the funds within the Government treasury, thus affecting the growth of our city as promised by Government representatives and as expected by common citizens.
    Please confirm receipt of this complaint and also let me know if I have to address this issue to any other department/e-mail ID with their address.
