BBMP is going tech savvy in building plan approval

BBMP is going tech savvy and introduce an automated building plan approval system. The Bruhat Bangalore Mahanagara Palike (BBMP) in its budget, has proposed to introduce an automated building plan approval system that would curtail the time in obtaining plan approvals. The proposal is expected to serve two purposes firstly – avoid delay and enable issue of plans and licences within a specified timeframe and secondly – curb irregularities as the system would standardise guidelines for approvals eliminating scope for subjective treatment.

The software is called Automated Building Plan Approval System (ABPAS). Pune-based SoftTech has developed it. Confederation of Real Estate Developers Associations of India (CREDAI) has sponsored the project at a cost of around Rs 35 lakh lakh. The software would compare building plan and if the plan is in accordance with the bylaws of building construction it would be sent to the BBMP commissioner for approval. 80-100 employees of the BBMP were being trained in using the software.



Additional Director, Town Planning, Tirakanagowdar, said plan of the building and building bylaws would be fed into the software. He said the software would compare the two and check for violations. He said the software “would be able to determine if the plan is in accordance with the bylaws of building construction according to prescribed standards.”

The system is currently being used in Pune. The entire process of approval should not take more than three days. The Palike will also roll out an Integrated Financial Management System to enable better financial management and increased accountability. The BBMP is expecting to raise about Rs 750 crore through Akrama-Sakrama scheme. The implementation could be delayed as the bill is yet to secure Governor’s consent.
