CAG: Sheila govt spent Rs 3,029-cr on piecemeal development in illegal colonies
In an earlier-this-month report released by the Comptroller & Auditor General (C&G), the Sheila Dikshit-led Congress government was criticized for spending hundreds of crores on piecemeal development in illegal colonies in Delhi.
In its report for FY 2012-13, the CAG asserted that, up to March 2013, the Delhi government spent a whopping amount of Rs 3,029 crore on the development of illegal colonies, but it failed to provide the colonies even with the basic amenities like water lines, sewer lines, roads and drainage.
Drawing attention to the irregularities in the scheme for regularization of illegal colonies under the Sheila Dikshit government, the CAG’s report said that there were evident gaps in the government’s regularization policy, especially with regard to the provisional regularization certificates granted to nearly 1,200 illegal colonies.
Senior officials have pointed out that there were hardly any layout plans for regularizing illegal colonies under the Sheila Dikshit government. Going by the records, 895 out of 1,639 colonies were hastily notified as regularized in 2012; but only 312 of these colonies were on private land. The remaining colonies were on government land which cannot be regularized without levy of development charges.
With regard to gaps in Sheila Dikshit government’s policy for regularization of illegal colonies, the CAG report said: “Certain changes were made by MoUD in guidelines which were not in accordance with revisions approved by Union cabinet, on basis of which Regulations 2008 were framed.”
