Dehradun: Pollution panel to crack down on builders for violating regulations

According to a senior official of the State Pollution Control Board (SPCB), a crackdown on realty developers is being planned by the board to check whether developers have been violating regulations.

Revealing that maps of buildings are being cleared by the Mussoorie Dehradun Development Authority (MDDA) without checking whether the SPCB has given ‘no-objection certificates’ to builders, SPCB Director Vinod Singhal said that some buildings cleared by the MDDA have been found to be in violation of regulations on sewage treatment and solid waste management.

Singhal said that the MDDA officials have bee asked to provide a list of newly-constructed buildings to the SPCB, so that the pollution panel can verify whether the building have come up in compliance with the parameters of pollution control.

Singhal further added that though the MDDA should make it obligatory for builders to seek clearance under pollution control and cross-check whether ‘no objection certificates’ have been obtained by the builders, it is the SPCB which has to ask the civic body for a list of residential project and then cross-check the parameters.

However, countering Singhal’s statement, an MDDA official asserted that building by-laws do not mandate builders to seek SPCB’s permission; and added: “This is why we do not refer cases related to new buildings to the board. If it officially asks for the list of such buildings, we provide them with the related details.”
