DIPP advocates rejig of land acquisition law

The Department of Industrial Policy and Promotion (DIPP) will try redrafting the recently enacted Land Acquisition, Rehabilitation and Resettlement Act after the new government is formed. Amitabh Kant, secretary, DIPP points out that the new (land acquisition) Act is extremely bureaucratic, with the introduction of a social impact assessment. It has very time consuming processes. He adds that the new government will have to work on it to make it more industry friendly.  He suggests that the District collectors should be empowered to provide up to 500 acres for small-scale industrial projects.

The new law – Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act – came into effect from this January. It replaced the Land Acquisition Act, 1894, with the objective of giving a fair price for land acquired from farmers. There is a lot of emphasis on social impact assessment and current fair price is rightly in the interest of the farmer. The new law requires consent of 70 per cent of the affected people for acquiring land for public-private partnership projects and 80 per cent for acquiring land for private companies.
