RTO lodged 43 police complaints against persons who used fake driving licences to get homes under the Slum Rehabilitation Authority (SRA) scheme. The applicants had submitted bogus driving licences to SRA authorities. 15 FIRs were registered in the eastern suburbs on the basis of complaints given by Wadala RTO, the Andheri RTO lodged 28 complaints in the western suburbs.

“The applicants had submitted bogus driving licences to SRA authorities,” said an RTO official, “In some cases, we found that the applicant did not stay at the address mentioned in the driving licence and was seeking a SRA flat. In other cases, we found that the address was genuine, but the driving licence had a fake number. This was done in connivance with an agent.” When RTO officials checked their files, they found no records matching the licence numbers. The SRA was informed about the fake licences and a complaint was lodged with the local police recently.

State transport commissioner Dilip Jadhav said that driving licences should not be accepted as “proof of residence” for any government scheme. “We do not have any mechanism to verify addresses of applicants at the time of issuing a licence.” He, however, said that the RTO planned to send all licences by speedpost. “This will ensure that every address (and bonafide of applicant) will be checked by the postman delivering it at your doorstep,” he stated. This service was supposed to start from last week, but has now got delayed.

The RTO also plans to deliver RC books for new cars by speedpost. Every RTO in Mumbai receives as high as 400 applications for new driving licences daily.
