Free parking space to apartment buyers in Pimpri
Pimpri-Chinchwad Municipal Corporation is the first civic body in Maharashtra to implement the free parking norm. On June 11, 2009, the Pimpri-Chinchwad Municipal Corporation (PCMC) declared that no building permission plans will be sanctioned if the builders refuse to provide free parking space to apartment buyers across the twin industrial township.
As per section 16 of the Development Control Rules (DCR), the developer/builder should make available a proportionate parking space as per the residential units constructed in a building. Building plans are sanctioned only if the proposals conform to these norms.
Muncipal Commissioner Asheesh Sharma had issued a signed order to this effect in 2009. In his order, Sharma said, “As per the Bombay High Court order No 2182/2007, since parking provision is not included in FSI and is also free from the purview of property tax, parking space cannot be sold. In view of this, we are hereby incorporating the following provision while sanctioning permission for new building plans: As per the development control rules, flat buyers should be provided parking space free of cost. This is mandatory for builders.”
“Our stand has been vindicated. We were the first civic body in Maharashtra to implement the free parking norm.” said Sharma after the SC verdict. Sharma was under intense pressure from the builders lobby which wanted him to shun any such decision.
