Guesthouse bulldozed by Bhubaneswar Development Authority (BDA)
The BDA bulldozed an ‘unauthorized’ four-storey guesthouse near Jayadev Vihar in Bhubaneswar. The structure was erected in 2011 and was in alleged violation of building norms. In 2007, the plan was approved for two-storey house on 2,352 square feet land for residential purpose. The official sources say that the owner illegally constructed a four-storey building on it for commercial purpose.
On March 2, 2009 a case was registered against the owner for violations under the Odisha Development Authority (ODA) Act. The demolition order against the structure was issued on July 8, 2010 but legal hurdles prevented execution of the order. This is the fourth major demolition of unauthorized structure in the city in past four months.
The government started an “amnesty scheme” in 2009 under which violators paid fines for minor deviations in construction and could regularize the deviation. However, the owner did not apply under it.
