Haryana Government comes up with the concept of ‘Composition fee’ to legalize building plan changes
Taking into account the recurrent problem of illegal constructions and violations in zoning regulations and building bylaws within the limits of Municipal Corporation of Gurgaon (MCG), the state government has decided to levy a ‘composition fee’ for all the illegal constructions and variations from the sanctioned building plans.
As per the officials, this is meant for those who carry out alterations in the building structure without getting the necessary approval from the municipal corporation. An official, aware of the developments said, “Till now we used to demolish these changes that were carried out without the required approval. However, from now on the owners can pay composition rate and get the alterations sanctioned. The composition rate varies for residential properties (including plotted and group housing societies, farmhouses, community buildings, institutional and industrial buildings.”
All municipal commissioners in the state have been intimated regarding this proposal. The Gurgaon municipal commissioner said that he hasn’t yet gone through this piece of communication.
Sources say that amongst the most common alterations carried by owners are: reducing the width of the staircase from the minimum width prescribed under the building bylaws, change in the position of doors and windows and not providing rainwater pipes, among others.
The official further said “The owners of commercial buildings are the ones who carry out most of these changes without even bothering to take the necessary approval or sanction from the municipal authorities. Till now we had no other option but to demolish these illegal extensions or structures. However, now if the owners want they can pay the required composition fee amount and get them regularized.”
