Haryana’s new policy to benefit BPL families

hutsChandigarh- Haryana’s new housing policy is expected to benefit over 3.5 lakh families below the poverty line (BPL) and the economically weaker sections (EWS) in the state. These sections will also avail assistance from the state government for  the construction of houses as per the new housing policy.

A state level meeting which was held to address the banker’s committee had an official stating that the policy details will be presented in front of the state Cabinet for approval on the line of ‘Indira Awaas Yojna’, which will be launched from April 1.

Excluding the beneficiary share, the total outlay for the scheme  is Rs. 1,650. The government will seek a sum of Rs. 950-crore loan from Hudco (Housing and Urban Development Corporation) for its implementation apart from generating a budgetary provision of Rs. 700 crore in the forthcoming state budget.

The official further stated that they have formulated a new scheme to cater the rural and urban areas with the BPL and EWS families. The scheme for the rural families and for those who are eligible and whose application was on pending list in the ‘Indira Awaas Yojna’, has been granted a 100 square-yard land from the government.

The cost of dwelling for such areas came up to Rs. 1.5 lakh. However, Rs. 90,000  put of the total cost will be  granted by the state government  and the beneficiary will be financed by the banks for the rest of the costs. The department declared that there are about 2 lakh beneficiaries in rural areas under this category.

They also said that  they have formulated a separate policy for urban areas with 1.5 lakh beneficiaries. State government policies which have 20 percent of the total plot developed by private developers will be shifted to the Housing Board at subsidized rate of Rs. 500 per square yard required for the construction of BPL family flats.

They are further planning to construct three storeyed housing units on those plots for the EWS and BPL families. With a total cost of Rs. 4  lakh in urban areas, 50 percent will be taken care by the beneficiary and the rest amount by the bankers. In fact there are about 1.5 lakh beneficiaries in the state in urban areas.

The meeting also addressed the bankers requesting them to finance the beneficiaries. As a response to the Niwas request, the bankers agreed in-principle to finance beneficiaries. A bank authority personnel stated that this policy is quite beneficial as they will be generating a business potential of Rs. 1,000 crore from the scheme.

The scheme however is expected to generate at least 2 lakh houses in the coming years.
