Housing ministry introduces a bill on unauthorized colonies in Lok Sabha
NEW DELHI: A bill that endeavors to implement and provide a legal framework to impart ownership rights to those residing in unauthorized localities in Delhi was included in the Lok Sabha on Tuesday.
Urban Affairs Minister and Union Housing Hardeep Singh Puri presented the National Capital. The territory of Delhi (Recognition of Property Rights of Tenants in Unapproved Communities) Bill, 2019 in the House.
The plan to confer ownership rights is appropriate to 1,797 recognized unauthorized colonies grew over 175 square-km of the national capital occupied by people from lower-income societies.
The resolution is politically important as it will serve millions of poor residents who endure the key to the Assembly election due beginning next year and had supported the AAP in a huge amount in the 2015 Delhi polls. The Union Cabinet had signed and approved the Bill on November 20.
Last week, Puri had stated that people dwelling in unauthorized colonies in the national capital would be capable to petition for ownership rights commencing December 16. Lately, Prime Minister Narendra Modi had expressed few representatives of welfare
associations of these colonies that a bill would be delivered to execute the decision.
The AAP government in Delhi had sued the Centre for not producing the bill as guaranteed.

“Representation of the boundary of unapproved colonies is the origin point of the method as per directions. Nevertheless, the Delhi government could not describe the boundaries of these communities even after 11 years of issuance of the regulations and has solicited further time up to 2021 to accomplish this exercise” an official statement had stated on October 23.
The movement does not implement to 69 prosperous colonies recognized by the Delhi Development Authority (DDA), including Mahendru Enclave, Sainik Farms and Anantram Dairy, Union minister Puri had stated when the Cabinet passed the proposal previous month.
The introduced bill is directed at identifying the general power of attorney (GPA), will,
compliance to sell, purchase and possession certificates, which will be a one-time recreation for this idea for the inhabitants of these colonies.
The bill will also cater for registration charges and stamp duty on the current activity,
transaction and also address the problem of income tax responsibility on account of more limited than circle rate prices.
In July, the Delhi government had introduced a collection of parameters to regularize the 1,797 provinces which involve crediting 1 percent cost of circle rate of land for up to 200 square meter plots from inhabitants besides a suggested sentence.
The rights will be presented on payment of the mentioned charge based on carpet area/plot size. For communities on government land, the charge will be 0.5 percent (for less than 100 sq m), 1 percent (for 100-250 sqm) and 2.5 percent (for greater than 250 sqm), of the set rate of the most important class of the locality of the residential area encompassing the unlawful colony.
