Housing scheme merger raises concern
The project implementation units (PIUs) of basic services for urban poor (BSUP) and Rajiv Awas Yojana (RAY), which take care of housing schemes totaling to Rs. 450 Crores in three different corporations are exploring for a merger.
The PIUs will be merged as per the rules issued by the ministry of housing and urban poverty alleviation. According to the merging plan, the PIU of BSUP will be made a part of RAY.
Currently BSUP has 5 posts and RAY has 6 posts. After the merger, the number of posts will decrease to 6, this decision caused panic between the members of PIUs. Even the current members of PIU will also have to face the screening process as per the rules of Kudumbasree. The new interview and tests are organized to comprise project cells for RAY and national urban livelihood mission (NULM).
The current members will not face written test but they have to appear for the interview. Ray will have posts for town planning, project engineering, social development, capacity building and livelihood.
An official says that it is transparent if new recruitment is made from new applicants. It is not correct to that the current members should also face the interview to make sure their position in merged project cell. The current members will be selected through this process and now they have to face same process again.
Mr. K B Valsalakumari, executive director, Kudumbasree, says that the selection process is managed as per the rules of Union government. He further says that the selection process will be transparent and weightage will be ensured for the present members based on their competence. They are just following the rules of Union government.
There are a total of 30 vacancies in BSUP and RAY in Thiruvananthapuram, Kochi and Kozhikode corporations. While there are 11 posts each in Kochi and Thiruvananthapuram, Kozhikode has got 8 posts; all of these posts will be reduced to 6 after the merger.
Ann official says that the merger is responsible to delay the project in corporations.
A rule in KSUDP PIUs in 2013 had responsible in delay in the proceedings of projects. BSUP housing schemes are implemented at the total price of Rs 343 crore in three corporations but RAY managed the project cost Rs 89 crore.
