Housing society with more than 50 flats- A Professional Housing Manager mandatory

Every housing society with more than 50 flats must have their professional housing manager. The number of minimum flats will be finalized after talks with the federation of housing societies. Soon it will become mandatory.

There are 70,000 housing societies across Maharashtra and nearly 40,000 in the Mumbai-Thane belt. People who act as managing committee members find it difficult to handle the day-to-day affairs of a housing society. The housing manager will be entrusted with this job.

R Devara, secretary (cooperatives ), says the rationale behind the proposal is to introduce professionalism in the management of housing societies and reduce the number of disputes that arise. The number of minimum flats will be finalized after talks with the federation of housing societies.

Welcoming the move, D S Vader, former chairman of Mumbai District Cooperative Housing Society Federation, managing committee members said in many societies conducted the affairs of the society free of cost. “The minimum number must be 100 flats, or at least 4-5 housing societies together should be allowed to appoint one manager . It will be of great assistance to the societies,” he said.

The department, which conducts exams for housing auditors, will now do so for a diploma in housing as well. Those who qualify will be eligible for the post of housing manager. “We have prepared the syllabus. Interested candidates can purchase the study material from the market . The audit diploma and the housing exams will have six papers, three of which will be common. The exams are conducted in October and May,” said Devara. The department is now in the process of finalizing the Housing Society Manual, which will deal with all issues related to housing societies.

At present, society members first approach the managing committee if they have to resolve any dispute. When this doesn’t work, the housing society approaches the assistant or deputy registrar at the ward level; from there, the matter goes to the district deputy registrar and then to the divisional joint registrar. Finally, it reaches the registrar or commissioner , cooperatives.
