Illegal construction on lake bed

Is it Bruhat Bengaluru Mahanagara Palike (BBMP) who is sleeping or the constructors who are smartly carrying out the illegal construction?
A temple is being raised at Kaikondanahalli lake within the Bellandur ward. It was a shocking news for BBMP when they were alerted about this illegal construction.
It has been learnt that the temple construction has been happening without seeking permission from BBMP. However, this construction is sure to affect the water body in Bangalore city.
