Jharkhand asked to operate cold-mix technology in road development
The development of roads under Pradhan Mantri Gram Sadak Yojana (PMGSY) is done by operating cold-mix technology; this is suggested by the Union rural development minister to the chief minister of Jharkhand. Mr. Jairam Ramesh, in a recent letter to Mr. Hemant Soren, asked to complete the roads which were sanctioned earlier by using the green technology. This technology is less expensive and easy to apply than the old hot-mix process.
Mr. Ramesh says that the cold-mix surfacing technology is not only less expensive but also environment-friendly and the development work can go through the year including the winter season.
The major benefit of the cold-mix technology is that an average, fossil fuel – approximately 1,500L of diesel per km – is saved and if over 1,000 km of roads are constructed in a year in each state, the benefits will be enormous. A central team headed by the L C Goyal, secretary at the rural development ministry had visited the site to review the progress of PMGSY roads and recommended for increasing the speed of development.
He further added that the National Rural Road Development Agency had issued guidelines in last year for the modification of the technological in PMGSY roads and therefore approved waste plastic modified bitumen.
He also concluded that the Indian Roads Congress has recently issued the rules for the development of the roads using bitumen emulsion and the use of cold-mix technology. Five copies of those rules have been already sent to the Jharkhand and the Union rural development ministry has published amended edition of ‘Book of Specifications’ through the Indian Roads Congress.
