KMRL takes matters into own hands, submits draft of rules

The delay caused by various government agencies and departments in implementing projects has led to a public outcry to entrust various development projects to Delhi Metro Rail Corporation (DMRC).

Kochi Metro Rail Limited (KMRL), in a similar move, has drafted a set of rules for the new Land Acquisition Act introduced by the Union government from January this year. Once the rules are approved by the government, they would be applicable to all parts of the state. This has come in light of inaction by the state government, which had affected the Kochi Metro project.

A special committee has been constituted to look into the draft submitted by the KMRL.

Following finalisation of the draft by the committee, it will be reviewed by the revenue secretary and joint land revenue commissioner. It would then be forwarded to the state-level empowered committee for consideration. Lastly, it would be submitted to the Kerala Legislative Assembly for enacting it.

The draft rules which have been submitted would consist of details like who would fix the price, what are the procedures to be followed, rehabilitation package, and compensation to be given to land owners. Other than Maharashtra, no state has prepared the rules of the new Act so far.
