MCG Gurgaon to issue receipt against Illegal Disposal of Sewerage Water
The Municipal Corporation Gurgaon (MCG) has decided to issue receipts to private builders in areas where there are no sewerage connections and where the tankers collect the wastes from septic tanks. The worst-affected colonies are those on the Golf Course Road and Sohna Road which are yet to be connected to the main sewer line.
People feel that the problem lies in the fact that the authorities concerned do not monitor implementation of rules by private players. The colonies built by these colonizers like the DLF, Ansals, Unitech, Vatika, etc, had to build sewage treatment plants for all societies which were to be connected to the master line laid by the HUDA.
For instance, A-block extension in DLF phase I, all of DLF phase V, Sun City, Sushant Lok II & III, Ardee City, Nirvana City, Rose City, Vatika City and Uppal South End are some of the new areas that still dispose their sewage in septic tanks that are collected daily by tankers.
While it was decided that a pentaly of Rs 1,000 will be imposed on any tanker found decanting the sewage at random places like vacant plots, green belts and even storm water drains, not a single challan has been issued so far. However, except for a few, most builders have not built any Sewage Treatment Plant (STP) since the government bodies seem hardly bothered to keep tabs on this.
According to MCG officials, every department is responsible to check the tankers and inform in case of defaulters. “However, due to shortage of staff, no such enforcement drive could be carried out by either the HUDA or the MCG,” said a senior MCG official.
An order was earlier issued prohibiting the disposal of waste in green belts after they are collected from the septic tanks of highrise apartments that do not have a connection with the HUDA sewage lines.
The MCG has decided to call a meeting of all private tank operators and RWAs on Thursday to discuss the issue of illegal disposal of sewerage water in green belts other than the designated STPs.
“The meeting has been called to review the progress of the implementation of the earlier order and to work out a stategy for the strict implementation of the order. The problems faced by the tanker owners and those who hire them will also be discussed in the meeting,” said MCG commissioner Sudhir Rajpal.
During the meeting, special colour codes would be assigned to tankers to distinguish those carrying sewerage from others, confirmed Y K Garg of the MCG.
A communiqué regarding the same has been sent to all stake-holders on behalf of the MCG commissioner which strictly prohibits the disposal of sewerage water in any place other than the STPs at Behrampur and Dhanwapur.
According to Rajpal, any violation of the order by virtue of Section 292 (2) of the Haryana Municipal Corporation Act 1994 will be deemed to be an offence punishable under Section 188 of the IPC which prescribes imprisonment for a term of up to six months or fine of Rs 1,000, or both.
