Mumbai suburbs against property tax bills
With the new property tax bills arriving, residents from Mumbai suburbs have joined hands against it. With this, the rest of the city also is not behind and has melded into chorus.
The residents claim that the new system is ‘draconian’ and has slapped exorbitant arrears which have to be paid within March 15.
As per reports, the tax was applied prospectively by BMC and not with retrospective effect as it should have been done as per first principle.
The law can be tested on grounds that it is irrational, illogical and detrimental to the assessees under Article 265. Some residents who were paying Rs 12,000 a year, have to pay Rs 28,000, plus the differential arrears for two years that comes to Rs 38,000.
Some residents in apartments in Bandra have got bills upto Rs 1 lakh. The BMC is charging for other spaces like open areas, security cabins, tanks for water treatment, which wasn’t so earlier.
While, some officials claim that the new system would bring parity between taxes in the island city and the suburbs. With the new rent based syatem, property owners in the suburban have to pay more rent.
Also, the major concern is the ready reckoner rate which has been taken into account while computing the capital value. In a ready reckoner, 400-500 different types of plots are clubbed together and given a uniform rate.
