New policy for metro rail projects by MoUD
New Delhi- The Ministry of Urban Development (MoUD) has been planning to set up metro rail in 34 cities which have a population of over one million.
MoUD has come up with a consolidated new metro railway policy which will focus on both public-private partnership and government funding models for the reference of state governments.
Most of the cities where metro rail has been planned are in Maharashtra, Madhya Pradesh, Uttar Pradesh, Punjab and Gujarat. If any state or city administrations approach MoUD for assistance in such projects the new policy would be of help in drafting their feasibility reports.
However, the ministry prefers the government-funded model to PPP because the success rate of PPP model is yet to be confirmed. The consolidated policy favours PPP model where the corridor is mostly elevated and ridership quite high.
Only 18 percent of metro rail projects has been taken up globally under PPP model. There is limited PPP experience in India, so it has to be observed for some more time before any conclusion can be drawn, states the policy. The MoUD prefers government funding with equity participation by the government of India, it adds.
Currently, the ministry is considering proposals sent by cities like Pune, Chandigarh, Ludhiana, Nagpur, Guwahati, Surat, Ahmedabad and others.
