New rules in land acquisition process to take time
The land acquisition process in power projects, including cement plants, has hit a road block as the state government has not framed the rules under the newly enacted Right to Fair Compensation and Transparency in Rehabilitation and Resettlement Act (RFCTRR), 2013, that has come into force in the state for acquiring land for any purpose.
The state has issued directions to the land acquisition officers, mainly in Lahaul-Spiti, where more than a dozen power projects await land acquisition, as the fresh exercise has to be done under the RFCTRR Act, revealed officials.
The government has also allotted cement plants to be set up in Sundernagar, Mandi, Guma Chopal in Shimla and Chamba, which are being opposed by local farmers. The companies involved are Reliance, Jai Prakash Associates Ltd, French cement giant Lafarge India Private Limited, Grasim Cements Ltd, Harish Cement Limited and India Cement Ltd.
It would take some time for the state government to frame the new rules so that the land acquisition process can be carried on smoothly. The newly enacted rules in the ACT are being expected to help the process.
