New tax initiative in Chennai

The Corporation of Chennai has taken up recent initiative to collect an estimated property tax of Rs. 750 crore in the year 2012-13. While the department is hopeful of this renewed tax efforts, there are key challenges ahead which are yet to be addressed.

As for reaching the estimated target of 750 crore, groundwork has to be done regarding the tax assessment in areas including the newly added zones. Problems lie at the grass root level such as lack of infrastructural facilities like computers for officials. Also it would be possible to achieve the target as well as to make the tax collection less cumbersome only when there will be sufficient employees in the Revenue department of the Corporation.

There have been efforts to implement new modes of tax payment by the department in preceding years. However, the implementations have been slow due to deficiencies in the Revenue department. Payment facility through 405 bank counters was set up but it has yet to be materialized by the banks.

Likewise the walk-in payment facility set up on a trial basis in 2003 also could not be successfully implemented. Hence under the shadows of below par success rate in the past, there may be an urgent need for introspection within the department to materialize the new initiative.
