No Compensate Only TDR for Bangalore Road widening
With Wednesday’s Sampige Road widening saga, residents across the city need to be prepared for overnight demolition drives. BBMP Bangalore wants the private property of residents to expand roads. But it doesn’t have the money to compensate those losing parts of their precious homes. Hence it’s forcing TDR (Transferable Development Rights) for which the market is illiquid and which most property owners don’t want in the first place.
“As per our estimates, if we have to compensate the land owners of 110 roads, it will cost us Rs 7,000-crore which we cannot afford due to acute financial crunch” Said BBMP commissioner Siddaiah. The local corporator will have a big say on whether a road in his constituency will be widened or not. A special meet of the council will be called to discuss road widening, said Siddaiah.
Work continues apace where land acquisition issues are minimal. What is intriguing is that though the BBMP suddenly began widening the Sampige road on Wednesday, there is no clarity on the number of roads to be widened.
Bangalore development minister R Ashoka said: “When the concept of road-widening was conceived there was no council in place. The project has been on the hold due to lack of public consent. Only after the public give consent for the project it will be taken up in crucial junctions. No re-survey will be conducted to identify the roads to be widened, but the corporators will discuss and decide. There are chances of dropping some of the roads from the list, depending upon necessity.”
For residents of Bhuvaneshwari Nagar main road (off Hebbal main road), road widening is still a nightmare. They had a meeting with their MLA Krishna Byregowda and BBMP commissioner Siddiah in the month of March when they were assured that the 40 feet road will not be widened further without public consent.
“But a month ago, we had officials of BBMP coming here and giving us TDR applications. Either the authorities have no proper co-ordination among themselves or they are taking our properties for granted. We will not allow the work to takeoff in our area,” said M R Shivakumar, a resident.
On Wednesday as a part of Sampige Road widening, BBMP Bangalore began the demolition drive at Mantri Mall on Sampige Road and razed the 4-metre stretch of encroaching ramp using JCB bulldozers. “Enough time was given to the developer to remove the extended ramp on the footpath, but the builder has not done so far. Thus we would take up the road-widening immediately. It will be widened over eight metres” said Siddaiah.
Wednesday’s episode doesn’t instill confidence that due process will be followed. The only recourse open to affected residents might be to knock on the doors of courts. With Wednesday’s Sampige Road widening saga, residents across the city need to be prepared for overnight demolition drives.
