Pinjore-Kalka Urban Complex Project is on Hold
The supreme court has ordered the Haryana Urban Development Authority (HUDA) to stopped the construction of the Pinjore-Kalka Urban Complex.
In the order, the court has told the Haryana government that ‘the entire land acquisition carried out in the area for developing the complex deserves to be quashed’.
With this order the investors who have invested in the project in Chandigarh are looking at the future improvement in the scenario.
DLF builder and Ireo has also stopped the construction work for the time being.
The state government has issued a notification in 2007 for acquiring 809.74 acres of land for the project. HUDA had planned to develop 31 new sectors covering residential, commercial and industrial areas, on both sides of National Highway 22, between Pinjore and Kalka.
The construction of the project will be stopped till further notice comes from the apex court.

EIGHT QUESTIONS TO CHIEF MINISTER OF HARYANA FROM EX SERVICEMEN
OF ISLAM NAGAR AND NAGGAL SODIAN, KALKA
Sir,
The illegal and non procedural act of the acquisition of our residential plots in Villages Islam Nagar and Naggal Sodian, Pinjore, Kalaka, Panchkula has been commented upon even the Hon’ble Supreme Court of India.
There is no doubt that the DLF which has so much money as to conduct DLF IPL League Cricket series would pump in money to hire the best of best Advocates against the Advocate who conducted the case of Shri Ravinder Singh and others of Islam Nagar. It is to be seen which Advocate would join the league of DLF who has soaked its hands in stabbing and grabbing the lands of the ex servicemen having plots in Hill View Enclave, Islam Nagar. Will the HUDA not to be confused with Hooda ji let our bodies be handed over to DLF AND IREO and other poachers in this great Country who invest money.
We have complaint against that leader who on 15 August 1995 carved out Panchkula District. The Ambala was alright at least the Administration cared for servicemen and ex servicemen. No body seems to bother about the Deputy Commissioner of Panchkula who has been made to do and sign what the Land Acquisition Officers want to do.
We have the following questions for Shri Bhupinder Singh Hooda.
1. Under which authority did the boundary walled plots trespassed and acquired?.
2. Under which provision we have been denied an opportunity of being heard [in person or by any person authorized by us in this behalf] after the localized to Haryana notification under Section 4 and 5A, and 6 of the Land Acquisition Act 1894?
3. Under which provision the Deputy Commissioner of Panchkula did not serve any notice to the effect of acquisition under Section 4, 5A and 6 under Section 9(4) upon us whereas our full address was available in the revenue records of Sub registrar Kalka, Panchkula, Haryana?
4. Was our last known address given in the Revenue Records of Sub Registrar of Kalka not known to the Deputy Commissioner of Panchkula and having failed to follow the provisions what action is envisaged against the incumbent by name?
5. Why the Notice under Section 9(4) of Land Acquisition Act 1894 not sent to us Why even Section 45 of the Act not complied with which states that the Notice under this Act shall be made by delivering or tendering a copy thereof “When such person cannot be found, the service may be made on any adult male member of his family residing with him; and, if no such adult male member can be found, the notice may be served by fixing the copy on the outer door of the house in which the person therein named ordinarily dwells or carries on business… a notice may be sent by post, in a letter addressed to the person named therein at his last known residence, address or place of business and 6[registered under sections 28 and 29 of the Indian Post Office Act, 1898 (6 of 1898), and service of it may be proved by the production of the addressee’s receipt.
6. What allure is stopping the Administration from withdrawind from the illegal and un procedural acquisition on behalf of the Government of Haryana?
7. From whom will the compensation due for the damage suffered by us be recovered?
8. Why was the Administrator of HUDA made the Head of the Joint Inspection Commiittee to acquire Lands when HUDA was to be the beneficiary and when the Land Acquisition Officer had already given report that the land falling in the lay out plan of Hill View Enclave be NOT acquired?
