PMC to act against Errant Builders

Civic organizations and corporators want the Pune Municipal Corporation (PMC) to stop the ongoing projects of builders who have not sought completion certificates for the buildings they have completed earlier. Without a completion certificate, the owners will have to pay a fine of 20 % of the total construction cost, fine to regularize illegal constructions built without permission will be50 % of the construction cost for residential buildings and 70 % for commercial buildings.

The civic administration has issued a notification to impose a fine to regularize constructions as per the Maharashtra Regional and Town Planning (MRTP) Act, 1966 and take action against errant builders.
“The notification also mentioned that the civic body should stop the ongoing projects of builders who have not sought completion certificates for the buildings they have completed earlier. The PMC should initiate action as hundreds of housing societies in the city stand without a completion certificate,” Vivek Velankar, president of Sajag Nagrik Manch, said.

Owners wanting occupancy certificates to regularise their constructions of less than 650 sq ft carpet area will have to pay a fine of Rs 10,000, while for constructions with a carpet area between 651 and 1,000 sq ft, the fine will be Rs 15,000. For constructions with a carpet area of more then 1,000 sq ft, the fine will be Rs 20,000.

Corporators observed that a majority of developers/ builders, or people who submit building plans, need occupancy certificate from the building permission department. This is an important document as it certifies that the building is ‘safe’, and that it is not encroached upon. However, citizens take possession of flats/houses from builders even if the PMC has not issued an occupancy (completion) certificate.

A majority of the 6,60,000 identified/assessed properties in the city have not obtained occupation certificates, civic officials said.

“The civic body should not blame the citizens for occupying flats or houses without completion certificates as it is the responsibility of the builders. All corporators will discuss the issue and ensure that citizens do not suffer,” said NCP corporator Nilesh Nikam.

    This is good that PMC has give the notice to builder starting new construnction without taking completion of earlier buildings. Howvere many builders (Not reputed) start new construnction with new firm name and with another architect.
    How can PMC control on such builders?
