Policies to help regulate land holdings
The Economic Survey stated that in order to facilitate improvement in business environment the government should practice a ‘use it or lose it’ policy. This policy would help in freeing land holdings for industrial purposes. Apart from this the pre-Budget document also spoke of other short term solutions which would help the government in developing the business environment which also includes reviews of present regulatory landscape for other outdated regulations.
The pre-Budget further suggested strengthening the grievance redressal cell for inspection purposes. The ‘use it or lose it’ policy would help the government in clearing locked up lands which would in turn help sufficing lands for building industrial estates, incubators and common facilities. The Economic Survey for 2013-14 which tabled all the aforesaid was commenced under Finance Minister, Arun Jaitley.
Separation of existing lands into residential plots and commercial plots would in turn help in setting up small scale, micro and medium enterprises. Another solution which they discussed on, was regarding how to make lands available for micro enterprises. The existing land can be designated for mixed uses and later made available to micro enterprises. One more solution that can be used is to create prior approved blocks in industrial zones where permission has already been obtained for activities.
