Rules under new Land Acquisition Act to be framed by govt

A notification in this regard will be issued shortly, calling for public objections before gazetting the rules.The State government is likely to finalise rules and regulations under the new Central legislation – Land Acquisition, Rehabilitation and Resettlement Act, 2013, – in the next three to four days.

The rules under the new law will override legislations such as the Karnataka Industrial Areas Development Board Act, Bangalore Development Act, Karnataka Housing Board Act and other laws which also provide for land acquisition said law minister T B Jayachandra.

The minister said, “The Central legislation will be the final word on land acquisition.”

The compensation under the new law will be paid with retrospective effect from January 2014. However he said that the land acquisition for all projects has come to a halt due to lack of clarity on the legislation under which the process should be initiated.

The land includes kharab and gomala land as well. The minister said that as much as 13,576 acres of revenue land was being handed over to industries in the State.

Amrithmahal Kaval

He said the Amrithmahal Kaval Protection Bill; tabled first in 1981 will be reintroduced in the Assembly to protect the grazing land from acquisition.

An official with the Law department said that under the new law, double the market value of the land or 40 per cent of the developed land will be paid as compensation for land acquisition.

The Amrithmahal Kaval near Challakere in Chitradurga taluk was acquired for industrial purposes.
