Urban Property Ownership RecordsThe Urban Property Ownership Records (UPOR) project is stabilising in the four cities of Mysore, Shimoga, Hubli-Dharwad and Mangalore.

The plan is to electronically link the offices of the sub-registrars, corporations and municipalities, courts, and the Department of Survey, Settlement and Land Records (SSLR). Once the project is over, detailed record of the properties can be obtained online by entering the UPOR number.

This process will help in owner identification of the property. They can give the UPOR number and establish one’s ownership. There is no need to carry any documents and this way court can easily dispose of property-related cases as they will have a reliable source of ownership.

In the last two years, the networking plan follows the mapping of 1.4 lakh properties in Hubli-Dharwad, 2.9 lakh in Mysore, 79,000 in Shimoga and 7,500 in Mangalore. At the same time, UPOR is all set to be launched in 50 wards in the Bruhat Bangalore Mahanagara Palike (BBMP)limits in mid-February.

These 50 wards selected are a mix of both old and new areas and a combination of simple and complex property structures. The launch of UPOR in Bangalore city will mark the start of a one-and-half year exercise that will involve mapping of more than four lakh of government and private properties.

From March 2013, property owners of the 50 wards were UPOR will be launched will receive notices that their properties would be surveyed and mapped. Modern survey technology would be used to accurately record data about a building or a site. In the coming year, they are planning to cover all the 198 BBMP wards with an approx of 18 lakh properties in a phased manner.

The Property Registration (PR) card will be issued once the ownership is authenticated and proved for a nominal fee. Currently, there is no proper information available for property ownership in the State, so the PR card will serve as legal ownership document for urban properties. PR card is also required for taking loan from the banks.

The PR card will have six A4-size sheets that will have the map of the property, its GPS co-ordinates, history of previous ownership, mutation of property records in case of sale and partition among others. A one-page summary sheet will also be provided on demand.
