Shendre-Bidkin and Dholera to be Smart Cities
By March 2015, the government plans to issue tenders for turning Dholera and Shendre-Bidkin to smart cities. These two areas are in the Delhi-Mumbai Industrial Corridor (DMIC).
Pioneering the ushering move for Smart cities, Shendre-Bidkin and Dholera are expecting great changes in the days to come. Shatrughna Singh, the additional secretary of DIPP has made an announcement that there are 5 industrial corridors planned in the country and each of these will be having various nodes which consist of smart cities and industrial unit groups. This will be requiring investments of Rs. 50,000 – Rs.75,000 crore, he said.
Citing DMIC’s as an illustration, he stated it consists of around 25 nodes. Out of these, seven of nodes will be starting during the initial stage of development. Apparently, the master plan for these five nodes has completed. The Dholera and Shendre-Bidkin trunk of infrastructure is two of these five nodes. They shall be rolling by end of the current financial year.
The development is planned and commissioned to be taken through special purpose vehicles, which consists of participation from both, the state and central governments. They will be backed by private players and investments. The SPV will be presided by a state government officer. In the words of Mr. Singh, the state’s equity will be as land. On the other hand, the central government will also be initiating an equal investment into these projects as well. Private investors will also be called for making investments in these projects.
It has been stated that about 35%-45% of the total cost for the initiatives will be allocated for creation of the trunk infrastructure. This will be initiated through government funds, while the balance 65% of the estimated cost shall be arranged through PPP.
The overseeing of the progression of these corridors is planned entrusted with the National Corridor Development Authority (NCDA), by the coming March. He said that they will be solely the in-charge of the commissioning of the corridors and for gathering of funds.
The other industrial corridors planned are: Chennai-Bangalore Industrial Corridor, Amritsar-Kolkata Industrial Corridor, Vishakhapatnam-Chennai Industrial Corridor and Bangalore-Mumbai Economic Corridor. These developments are supposed to induce a huge boost to the manufacturing segment of the country.
